The program runs unblievably slow (screen seems to be refreshing with a line running down it any time the scene changes at all--takes around 2 full minutes for counter to go from 99 to 89) and locks up after about 5-10 minutes. I've never made it through one round one. I returned the first disk for a new one and still had the same problem with the second disk. I also downloaded the Capcom update and tried that and the problem still exists.

Try the following suggestions, one at a time, in order:
1) Play in "Full Screen" mode, instead of maximized window.
2) Turn off DirectDraw.
3) Play in 16-bit color. (Right-click your desktop, choose "Properties". Color modes are on the "Settings" tab. 16-bit color may also be called "High Color".)
The customer responded:
It worked! In fact, it now runs faster than I remember in the arcades. Then again, it's been a while since I played it back in the arcades and my skills are just probably rusty. Anyway, once it worked with those setting, I tried different combinations of them to narrow it down further for you in the future. It didn't seem to have anything to do with the color settings. It ran just fine again in 16 OR 24-bit color. It also ran just fine with DirectDraw on with Full Screen checked. It also ran fine with Maximized Window checked if the DirectDraw was turned off. The problem seemed to be occuring when I had both DirectDraw and Maximized Window checked and on at the same time. I'm not even sure what DirectDraw is or does but it just didn't seem to work real well on my system with Maximized Window also chosen. At any rate, thanks for all your help as I can now play the game at full speed and without any locking up. Thanks again...
We remarked:
If I remember correctly from very early builds of the product, some systems with certain graphics chipsets have slightly buggy DirectDraw support. (DirectDraw is a component of Microsoft's DirectX multimedia/gaming libraries.) The Capcom games are excellent at finding these bugs due to the need to run on "low-end" hardware.
If you get it to work well in full-screen mode with DirectDraw on, you may find slightly better graphics performance as turning DirectDraw off also disables any acceleration the game could take advantage of. Of course, if it's working well, you may just wish to leave it alone.
